Membership was advised of upcoming AFT-NM Convention.  Names of those wishing to attend as Delegates were submitted.

Members were updated on purchase of Raffle Items for COPE at Convention.


There will be an organizing blitz in the District mid April.


Member names/status were verified and ballots distributed with explanation/directions.

Membership thoroughly reviewed and discussed all TA’ed [Tentatively Agreed] documents from Negotiations.

When questions were exhausted, membership voted unanimously to Ratify [accept] the contract.  MAZEL TOV!

Membership was provided with Update of Bills in the Legislative Session and their current status before the Legislature.


Update was presented to membership and discussion held regarding MCFUSE/GMCS negotiations.


Nomination Sheets were distributed for upcoming Election of Constituent VP’s.

Elections will be held at the MCFUSE Membership Meeting of 22 April 2017.


All members are encouraged to become active representatives and leaders in MCFUSE.

  • Members/Attendees enjoyed a delicious holiday dinner at El Charrito “with all the fixin’s,”  including great conversation with family and friends.

  • Membership received reminders about Election Day and District deadline on Licensure.

  • Updates/Overview were provided on current personnel issues and State/Local lawsuits.

  • Raffle was held, as usual, with several beautiful items being won.

  • We want to thank Kathy K. and kids for getting the decorations set up before the start of our meeting!  THANKS, guys!

  • Membership meeting began after the Pledge, Introductions, and the Welcome by MCFUSE President.

  • Members present received updated Memberships applications, 2016-17 Calendars, Benefits brochures, Welcome Letter by AFT-NM President Stephanie Ly, and an assortment of AFT Benefit give-away specials. 

  • Membership received update on status of GMCS Admin./Personnel Concerns/Issues. 

  • MCFUSE President shared the Treasurer’s Report which included the 990 Tax Form submitted after fiscal year by By The Numbers Bookkeeping.  This Report will be sent to AFT National as per AFT Constitution for the Informal Local Audit/Review of MCFUSE by membership Review Committee. 

  • Discussion was held concerning District/MCFUSE accomplishments and membership. 

  • Membership voted unanimously to send Political Contributions to GloJean Todacheene and Natalie Figueroa who are running for New Mexico House Districts #4 and #30.   

  • Membership enjoyed a delicious breakfast, comradery/conversation, and a raffle of assorted items.    

  • Next Meeting will be our Holiday Meeting on Saturday, November 05, 2016.

  • First Order of Business was the Election for MCFUSE Constituent VP’s.

    • Congratulations to the elected & re-elected:  Brian Clark, Loren Omoth, and Angie Damon for Constituent Vice-Presidents of Elementary, Secondary, and EA’s [Educational Assistants], respectively.

  • After considerable discussion on Political Endorsements, MCFUSE Membership voted to endorse incumbents Rep. Doreen “Wonda” Johnson of NM House of Representatives District 5 and  Senator George Muñoz of NM Senate District 4.

    • These were also included on the statewide list of AFT New Mexico endorsements.

    • Congratulations!....[now let’s help them win!]

  • Shirley, Angie, Loren, & Patrice will serve with MCFUSE President as Delegates to the 54th Annual AFT New Mexico Convention in May.

    • Congratulations!  It will be FUN!

  • Membership voted to allow funds to be used for COPE raffles at AFT-NM Convention.

  • Membership was advised of the Leadership Retreat this summer at the Inn of the Mountain Gods in Ruidoso.

    • Flyer has been sent out via email, Twitter,  &  FB.

    • MCFUSE is looking for “new blood” in leadership positions.

  • Discussion was held concerning the Retention Addenda [“bonus”] that was negotiated between the MCFUSE & GMCS Negotiation Teams [union & management], Ratified by MCFUSE, and Approved by the GMCS Board.

    • Kudos to the Negotiation Team and THANKS for all your efforts!

    • Also, a BIG “thank-you” to AFT-NM President Stephanie Ly for attending the Board meeting and speaking in support of the Addenda and the GMCS employees.

  • Membership was notified of Nominations for upcoming Elections of MCFUSE Constituent Vice Presidents.  Nomination Forms may be submitted up to the next meeting on 16 April when Elections will be held.

  • MCFUSE Membership read and discussed the signed Tentative Agreements from recent CBA Negotiations.

  • MCFUSE Membership voted UNANIMOUSLY to Ratify CBA Proposed TA’s for SY2016-17.

  • Negotiations:Letter to commence negotiations was delivered to GMCS at Board Meeting of 21 April 2014. 

  • MCFUSE voted [with United Mine Workers] to endorse George Galanis for McKinley County Commissioner.  Mr. Galanis came in later and spoke words of appreciation.

  • MCFUSE will endorse Patty Lundstrom for State Representative District 9, contingent upon her endorsement by AFT New Mexico.  These additional endorsements will be announced by the AFT NM Executive Council at Convention.

  • Congratulations and Mazel Tov to Loren Omoth who was elected Constituent Vice President for Secondary; and to Angie Damon who was appointed as Constituent Vice President for EA’s.  Other positions to be appointed.

  • COPE raffle items will be purchased for auction at the annual AFT NM COPE Convention this next weekend in the Albuquerque union building.

  • Local Audit was conducted immediately after the General Membership Meeting.

  • Drawings were held for a vast assortment of blankets, jewelry, etc.

  • Next Meeting in May will be for MCFUSE Executive Council Officers only...Date, Time, and Place TBA.

  • Political Update—both state and local—was presented.  Discussion was held concerning the importance of membership/recruitment, participation, and prioritizing.  Primaries are approaching and elections are in the fall.

  • An informal, local audit will be conducted after the April meeting.

  • Allison, Angie, Loren, and Patrice will be Delegates to the AFT-NM Convention in May.

  • Nomination Petitions for Constituent VP’s were distributed.  Elections will be in April.

  • In lieu of a raffle, a blanket and a bracelet were given to those that helped with last week’s canvassing.  There will be more canvassing in the near future! 

  • From Executive Council Meeting:

    • Congratulations and Mazel Tov to the newest members of MCFUSE leadership.  Jean Blackgoat has agreed to serve as Secretary for the remainder of the term; Shirley Hodge is taking over as Bookkeeper.  Welcome to the jungle!

  • Next meeting will be Saturday, April 26, 2014.

  • Membership was updated/given responses to District concerns expressed at last meeting.

  • Discussion was held concerning Legislative Session outcomes….and, of course, the Santa Fe Rally/March.

  • Members discussed the importance of current contact information and communications, MCFUSE Facebook, website, etc.

  • Membership enjoyed their lunches and chatted as we drew numbers for the raffle.

  • Drive-by shooting occurred at next-door McDonald’s which was witnessed by a couple of members.

  • Next meeting will be on Saturday, March 15, 2014.  Nomination forms will be available for Constituent VP positions.

  • Discussion was held concerning the Santa Fe Rally Activity Bus Trip.  Membership was in favor of securing/procuring another GMCS Activity bus for February 15, 2014.  President, ZFUSE has expressed interest in joining us.

  • Membership discussed compensation for time for application procurement.

  • Discussion was held concerning Reclaiming the Promise/AFT’s 2014 Legislative Agenda.

  • Membership was advised of TELL New Mexico survey.

  • MCFUSE is now on Facebook!

  • Raffle was held, and several members won beaded bracelets.

  • This year’s Holiday Dinner/Membership Meeting was opened by students from Crownpoint High School who performed traditional music to the pleasure of all attending.  Some of their performance can be found on video at    Thanks, gentlemen.  Excellent job!

  • AFT-NM President Stephanie Ly was unable to attend this meeting due to family illnesses.  MCFUSE President Brian J. Bernard spoke on her service and contributions to MCFUSE, AFT, the state, and Education.

    • AFT Rep Joe Angel Hill was given a Pendleton vest to present to Stephanie Ly on behalf of MCFUSE.    

  • Members and guests enjoyed a delicious holiday dinner of turkey, ham, mashed potatoes & gravy, veggies, etc……yummmmmmmm!

  • Discussion revolved mainly about dates of upcoming events to “take back education.”

  • Drawings were held in which members and guests won AFT tee-shirts, winter scarves, laniers, LED lights,………… and much more!  

  • MCFUSE wishes a very Happy Holiday Season to all GMCS employees and their families.  Chag  Sameach!

  • Members discussed the recent Keep the Promise Town Hall.

  • Proposed revisions to the MCFUSE Constitution  were reviewed, discussed, and unanimously approved by vote.

  • Open Forum included frank discussions on current issues, concerns, processes, and protocol pertinent to various employment positions/classifications.  AFT Rep Joe Hill was in attendance and gave further explanation and clarification.

  • Next meeting will be the MCFUSE Holiday Meal on Saturday, November 16, 2013.

  • Membership was updated on Keep The Promise & Regional Town Halls.  Western Town Hall will be held in Gallup on October 24th.

  • Members were asked to consider signing up for AFT committees.  [NOTE:  Angie represented AFT excellently,  testifying for EA’s before the LESC in Las Cruces recently.  Mazel Tov & Well Done!]

  • Members were reminded about the importance of membership and recruitment.  MCFUSE has done much good [ie. CBA, Teacher Eval’s, SIG, District/union relations] in the District for employees.  MCFUSE needs to help AFT make a difference in the state. 

  • MCFUSE Constitution has undergone some changes.  Members will vote to approve or disapprove at the next membership meeting on October 26th.

  • MCFUSE is supporting and endorsing the District decision/plan for the Race To The Top grant. 

  • Update was given on 3rd Level Grievance with the District.

  • Membership enjoyed brunch during the Public Forum.  Also, numbers were drawn and members received a large assortment of nice items….labeled with “MCFUSE”…of course!

  • Meeting ended at 11:42 a.m.

  • MCFUSE Holiday Meeting attendees were served a delicious holiday meal by the courteous and professional El Charrito staff.

    • The meal included turkey, dressing, ham, mashed potatoes/gravy, cranberries, sweet potatoes, and pumpkin pie with whipped cream. [mmmmm….good!]

  • Frankie Martinez provided festive Christmas music and a light show which really boosted the holiday ambience.  Thanks, Frankie!!!

  • Invited guests included Stephanie Ly, AFT-NM President; Kathy Chavez, AFT-NM Vice- President; and Mai Syed, AFT-NM SAPO.

  • Membership was updated on the EA Project, the Teacher Evaluation Writ of Mandamus, and yet another explanation on Teacherage

  • MCFUSE will host the West Region ULI (Union Leadership Institute) on January 11-13, 2013.  More info to follow.

  • There will be a Santa Fe Rally at the Roundhouse on February 17-18, 2013 as well as a Gallup Lobby Day (TBA).

  • El Charrito owner Esther Luna was presented with a beautiful holiday centerpiece.  Two other centerpieces were raffled to membership.  All members present received pens, LED lights, and candy canes.

  • Membership was given Update on District Budget Deficit and Program Audit, Re-Districting, and Teacherage Rent Increase.

  • Discussion was also held concerning Professionalism on the job:  “An honest day’s work for an honest day’s wage.”  AFT is a “union of professionals.”

    • [NOTE:  It is important for all employees to support the union and adhere to the CBA.  It is only by working together as a unit that we have made—and continue to make---our lives better.]

  • MCFUSE is looking into bringing the EA’s into the Bargaining Unit.

  • MCFUSE was honored by a visit from AFT-NM President Stgephanie Ly;  AFT-NM Staff Director Rebecca Maran; and AFT-NM Staff/MCFUSE Representative Joe Hill.    

    • AFT-NM spoke on Labor 2012 and other relevant issues.  A Q & A Session followed.

    • MCFUSE presented gifts to our speakers and all enjoyed a delicious Mexican buffet.

  • Membership received an Update on Community Solutions Committee meeting; discussion followed.

    • Pay cuts for all administrators and employees are off the table/have been avoided.

    • Raise in rent for teacherages proposal:

      • Teacherages are not in the CBA,

      • County teachers have Rental Agreements with the District,

      • County teachers still receive a Rural Increment,

      • District has a $1.3 million budget deficit,

      • Jobs are at stake.  Neither side wants a RIF.

      • IRS is scrutinizing low rent and taxation thereof.

      • Teacherage rent is currently subsidized by Operational Funds---$$from the classroom.

      • $100/month increase will allow teacherages to pay for themselves, more $ stays in classrooms, the District’s budget deficit is eased, and jobs –hopefully—saved.

  • All members present received a MCFUSE pen or LED light and a MCFUSE lanyard.

  • Constituent Vice-Presidents are up for Election.  Nomination forms were distributed and are available on our website.  Elections are to be held during April’s meeting.

  • Membership discussed the State Senate race and candidates for input.  The Endorsement Process was reviewed….and reviewed.

  • The Executive Council and Negotiations Team provided a limited update on negotiations.

  • A summary of the AFT-NM Executive Council Meeting was provided.  AFT-NM President Christine Trujillo has resigned as of May 31, 2012.

  • MCFUSE Members voted unanimously to endorse Christine Trujillo for Representative for District 5.  [Mazel Tov & Bien Hecho, Cristina!]

  • MCFUSE will send 10 delegates to the AFT-NM 50th Annual Convention on Saturday, May 5, 2012.

    • Members authorized $$$ for the COPE Auction items.

  • [NOTE:  This was an open meeting for members and non-members alike.]

  • Attendees listened to the AFT Legislative Plan presented by Mai Syed, State Affiliate Political Organizer (SAPO); Isidoro Herrera, AFT Organizer; and Joe Hill, AFT Field Representative.

    • Materials were disseminated to be distributed and posted throughout the District.

  • MCFUSE was honored to have Marisa Poleviyaoma, the President of ZFUSE (Zuni Federation of United School Employees), in attendance.

  • Attendees signed up for the Rally for Education in Santa Fe which is to be held on Saturday, February 11, 2012.

  • Discussion was held concerning upcoming negotiations with District.

    • MCFUSE received input from attendees on negotiations/calendar.

  • The traditional donation was received for COPE and the Legal Fund. Seven (7) members signed up or added to COPE.

  • A drawing was held for AFT items.

  • All present enjoyed a delicious Mexican buffet.  Bien rica la comida!

  • MCFUSE Members received an update on District issues and discussed Responsibilities, Procedures, and Choices……as well as possible Consequences.

  • Each Member received a MCFUSE pen and was served a delicious holiday plate of turkey, ham, stuffing, mashed potatoes and gravy, cranberries, etc……all the trimmings!

  • Several drawings also took place……and candy canes all around!

  • MCFUSE Members and Officers wished Cyndi Gomez a fond farewell as she retired as the MCFUSE Bookkeeper.  Cyndi served members for more than twenty (20) years!

    • In recognition of her selfless service to MCFUSE and on behalf of MCFUSE Members, the Executive Council presented Cyndi with a rosary from the Holy Land containing water from the River Jordan to add to her collection.

    • Cyndi was moved to tears but had comments/remarks for the membership in which she spoke highly of MCFUSE leadership.

    • Cyndi is replaced as Bookkeeper by Allison Dollar, current Secretary for MCFUSE.

  • MCFUSE President, Brian J. Bernard, presented an update to membership on R & D, M & O, and the bus drivers.  Bernard also spoke on union responsibilities and challenges.

  • As the MCFUSE Membership Meeting was called to order, the membership status of each attendee was verified.  Non-members (three) were asked to leave.

    • All but one non-member eventually complied; one refused.

    • The owners/management of El Charrito called Gallup law enforcement, and an officer escorted the non-member off the premises.

  • Senator George Munoz was to be our Guest Speaker but was unavoidably—and regrettably—detained.

  • Discussion was held concerning Current and Future Union Challenges.

  • Update was given on the AFT-NM Convention and Resolution Results.

  • The MCFUSE Constitution Committee has met and will propose changes more in-line with the CBA.  Additional language is also being sought from AFT-NM.

  • Members were advised of the upcoming AFT-NM Convention and the candidates running for the position of AFT-NM President.

  • Members filled out surveys for input into the upcoming round of Negotiations---including the calendar.

  • Members were reminded of the Legislative Update at the Gallup Community Service Center (Bingo Hall) at 1:00 pm being sponsored by MCFUSE for the Gallup community.

  • The MCFUSE Executive Council met to discuss/strategize formulation of infrastructure.

  • The MCFUSE Executive Council presented President Brian J. Bernard with a Hebrew-face wrist watch in appreciation of his efforts/accomplishments on behalf of MCFUSE.

  • Report was given on the Rally at the Roundhouse in Santa Fe on MLK Day.

  • Discussion was held concerning the upcoming GMCS Board Elections on February 1, 2011.

  • Busdrivers presented the following concerns:

    • Winter Safety and Limited Parking  around Gallup bus barn

    • Possible Salary Decrease; Salary was previously mileage-based, now hourly-based

    • Significant expense/Budget spent on buses, nothing on employees

    • Change of/Increased paperwork to get paid; additional record keeping needed to ensure full pay is received.  Not all paperwork that is submitted arrives to Payroll.

    • Talk of time clock to be installed

    • Drivers missing pay for after-school programs

    • Part-time drivers being told that they have no benefits i.e., Workers Compensation Insurance.

    • Drivers requested copy of Transportation Budget to include salaries, fuel, maintenance, etc.

  • It was also suggested that District might consider selling excess unused/unoccupied portables at several school sites.

  • The MCFUSE Executive Council met to discuss committee issues.

  • The next General Membership Meeting will be on Saturday, February 26, 2011.

  • The sole purpose of this General Membership Meeting was to vote on whether or not to ratify the proposed Collective Bargaining Agreement  (CBA) between MCFUSE and Gallup-McKinley County Schools.

  • Membership was notified beginning 13 OCT via email, mail, website, and local Media (radio and newspaper) that an Agreement had been reached and that the vote on Ratification was set for 23 OCT.

  • Attending members received the Agenda and a copy of the CBA upon arrival.

  • Discussion was held concerning the CBA, and the Negotiating Team answered questions and concerns.

  • When questions ceased, the MCFUSE Bookkeeper explained the ballots and voting process.

  • Members stepped up a few at a time and received a ballot once their membership status had been verified/confirmed.

  • As some members lined up to vote, others joined in line to the sabroso Mexican buffet first.

  • Ballots were placed in a Union bag in plain view at the head of the tables.

  • Ballots were counted and recounted by the Bookkeeper and Secretary.  The results were then communicated to the President who verified the ballot count/results.

  • The MCFUSE Bookkeeper announced the results to the crowd.

  • The AFT National Convention will be held in Seattle, WA.

  • The 48th Annual AFT-New Mexico Convention will be held in Albuquerque on April 30 and May 1, 2010.

    • Keynote Speaker will be Montana Superintendent for Public Instruction, Denise Juneau; the first Native American Superintendent in the United States.

  • Membership approved funds for the purchase of Raffle Items for the AFT-NM and AFL-CIO Conventions.  Funds collected from these raffles go to COPE.

  • MCFUSE President will attend AFT-NM Executive Council Dinner Meeting next week.  AFT National President Randi Weingarten will be in attendance.

  • The last SY09-10 Meeting in May will be an Executive Council Meeting.

  • Membership received Update of Collective Bargaining/Negotiations with GMCS.

    • Discussion included explanation of the Memorandum of Understanding (MOU), number of Articles TA*ed, and Ratification/Continued Negotiations Process.

    • Brief discussion was held on Legislative Session and the importance of having updated email addresses to keep informed and be able to participate; as well as using the information provided on MCFUSE*s websites:



    • The Executive Council answered many questions/concerns on all issues.

  • MCFUSE Concerns

    • In spite of discussion by GMCS Board at regularly scheduled Board Meeting, a Thoreau bus driver still has added responsibility of Special Needs student on bus without aide.

    • Transportation supervisors continue to view employee paystubs and remark on amount of pay and specific deductions taken by employees.

    1. Hostile working environments at Stagecoach, Turpen, and Navajo Pine.

    2. Anti-union rumors/gossip spread by District Administrators without attempt to verify with MCFUSE. (Violation of PEBA)

    3. District Administrator union-bashing at an In-service of approximately 100 staff and      promoting membership disenrollment; stating he has number for staff to call to stop      Payroll Dues Deductions. (Violation of District/MCFUSE MOU and PEBA)

    4. GMCS Employees not receiving salary raise for passing dossier and moving to next Tier.

    5. No inside lock for old Central Office currently being used by Counselors and Band.(Personal Safety Hazard).

    6. Classified Employees not receiving compensation for Training on Personal Time.

    7. Injury to Full-Time Classified Employee being employed by GMCS for 3 years as Casual Worker: no Benefits.

  • MCFUSE Members were privileged to have Representative Patty Lundstrom as Guest Speaker.

  • Also in attendance were Tiffany Fiser, State Affiliate Political Organizer, and Kathy Chavez, Vice President AFT-New Mexico and AFT National.

  • Members were updated on the Legislative Session, the Budget Deficit, and Impact on Education.

  • After the Q & A period, all attendees enjoyed a run (or several) at the delicious Mexican buffet.

  • MCFUSE’s participation in an Air Quality Test at Kennedy Middle School was reported and statement read.

  • Several members volunteered to be Building Reps, and others to conduct Local audit.  Thanks much!

  • Open Forum: The following concerns were voiced: 

    • A Full-Time employee has been working since June 15, 2006

    • (3 years) on Casual Pay without a contract….No Sick Leave, Vacation, etc.

    • Although the vandal was caught and fired, teachers at Rocky View still are not allowed keys.  Staff is expected to work after school until 9:00 pm.

    • Weekends are not allowed. Staff would like security for the evenings….if not given keys and allowed to work weekends.

    • There is also concern about thick sheets of ice on the road in winter. Only sidewalks are treated.

    • Rocky View Principal allegedly denies Sick Leave to staff.

    • MCFUSE is discussing meetings at Chief Manuelito and Rocky View.

  • Members were advised that Dues will increase by $ .93 after Negotiations end.  $ .65 of increase goes to AFT National.  The remainder is to facilitate a Legal Defense Fund for members.

  • Several members volunteered for the Annual Audit, and several also volunteered to be Building Reps. for their school sites.

  1. Paycheck stubs are distributed throughout the District without privacy. Pay and Deductions of employees should not be the topic of conversation of others.
  2. Bus drivers in Thoreau area must care for a Special Needs child.  There    is no Special Education bus/shuttle and no Attendant for the student 
  3. Administrators in Staff meetings are allegedly making inaccurate and  inappropriate statements about MCFUSE.

  • CBOP'ers debriefed Executive Officers on District-wide Blitz.

    • Vote was taken, members approving the allocation of funds to purchase items for the COPE Raffle and Auction.

  • Members wrote letters to urge Senator Bingaman to sponsor and support the Employee Free Choice Act.

  • A Thank-you Card and letter were shared from Member expressing gratitude for MCFUSE assistance.

  • An Open Forum was conducted in which members shared concerns from their District worksites.

  • The next meeting will be on Saturday, April 18, 2009 and will include the Election of MCFUSE Executive Officers.

  • Collective Bargaining Training is underway and is being conducted by Mr.

  • Members voted to add six Amendments to the MCFUSE Constitution and By-Laws. These Amendments include a Privacy Statement/Policy and a Standing Committee of Native Culture and Education.

  • Membership is advised that Collective Bargaining is back at GMCS.  CBOP’ers have distributed a newsletter throughout the District stating same.

    • Due in large part to improved relations with the GMCS Board and its support of employees, a Card Count was conducted at the PELRB Hearing on February 26, 2008.

    • In addition, the Local Labor Board has been discontinued, and Management Associates, Inc. no longer represents the District.

  • MCFUSE President Brian J. Bernard sent a letter to the GMCS Interim Superintendent and the GMCS Board thanking them for allowing the Card Count.

    • The letter emphasized harmonious relations and communication and proposed joint Collective Bargaining Training by the FMCS.

  • Mr. Raymond Arsenault has been selected as the new GMCS Superintendent. Welcome to the District!

  • Democratic Pre-Convention was held in Rio Rancho on March 15, 2008.

  • Several Amendments to the MCFUSE Constitution and By-Laws were proposed.

  • Update was given on the status of the Gallup-McKinley County Local Labor Relations Board and implications of the GMCS Board’s decision on February 4,

    • 2008 on the PELRB Hearing scheduled for February 7, 2008 and District Labor Relations in general.

  • Discussion was held concerning the Superintendent Search Committee Process and where the District is now in that Process.

  • Membership was advised that the MCFUSE Executive Council had presented Certificates of Recognition for Excellence in Service to AFT-NM Representatives who have significantly contributed to the success of MCFUSE and its membership.

  • Discussion was held concerning MCFUSE’s future goals and focus and membership building.

  • MCFUSE President Brian J. Bernard received a Christmas card from Lt.Governor Diane Denish.  He was also invited recently with other Local Presidents to meet with Presidential Candidate Hillary Clinton.

  • Discussion was held concerning positive District Labor Relations.  This includes—but is not limited to—MCFUSE having two slots on the GMCS Superintendent Search Committee and an end to the exorbitant Central Office copying costs.

  • Clarification of Fair Share has been submitted to the Gallup Independent.

  • Update was given on the PELRB Hearings regarding Jurisdiction.  Next Hearing will deal with violation of PEBA by the Local Labor Board.

  • Update was given on the recent hearing in Santa Fe Magistrate Court and upcoming Appeal.

  • An Executive Council Meeting was held directly after the Membership Meeting to discuss upcoming events.

  • MCFUSE Members enjoyed a presentation on Lindamood Bell by Special Guest Speaker Alpha O’Neal, Program Director. Discussion/Q & A followed.

  • The MCFUSE audit will be conducted after the October 27th meeting.
  • Discussion was held concerning the re-introduction of the "D" in District Grading Scale and the subsequent Petition to keep it out.
  • Bottom Line: "D" was the outcome of SB160 of the Regular Session of the 2007 Legislature. GMCS has requested an interpretation of the Bill. Barring any determination to the contrary, GMCS Board Policy will be revised in an upcoming meeting to reflect State Law.
  • Discussion was held concerning GMCS District Labor Relations. Relations with the new GMCS Board and Central Office have improved significantly.
  • MCFUSE is currently awaiting a decision by the Board which would allow both greater access and input as well as end costly litigation so monies can stay in the District and benefit our students.

  • Results of the GMCS Board Election were given.  Mrs. Annie Descheny and Mrs.

  • Genevieve Jackson are the newly elected GMCS Board Members.  Both were supported by MCFUSE.

  • Dr. Becenti also defeated William Bright for the UNM-Gallup Board.

  • Election for MCFUSE Officers will be in April.

  • Gallup’s Mayoral Candidates were in attendance.  Each spoke a few minutes and then took questions from the audience.

    • As each candidate profusely stated their support for unions, MCFUSE President Brian Bernard asked the candidates how they could, as Mayor, influence the GMCS District—as a Partner with the City—to follow the law with regards to unions as does the City.  Harry Mendoza replied that he did not know while the others did not even attempt a response or acknowledge that a question had been asked.

Members discussed GMCS Board Election on February 6, 2007.  MCFUSE has endorsed Genevieve Jackson for District 1.  She has honesty, integrity, and experience. Although no endorsement has been requested from District 3 candidates, MCFUSE urges everyone to get out and exercise their voting privilege. If voters are satisfied with where GMCS District is going, they should vote for the incumbent, Mavis Price;  if not, vote for CHANGE. (NOTE: MCFUSE believes that Annie Descheney will be a powerful contender.) 

MCFUSE has filed a Prohibited Practices Complaint and Petition for Revocation of Local Resolution and Local Board with the PELRB. MCFUSE requests the following remedies:

  • that the matter be heard on an expedited basis,

  • that the GMCPS local labor board be ordered to stay processing any

  • election relating to MCFUSE’s Petition for Recognition and Demonstration of Majority Support,

  • that the GMCPS and local labor board be declared in violation of PEBA,

  • that approval of GMCPS’s local labor board resolution and local board be revoked for failure to follow PEBA , and

  • that MCFUSE’s Petition for Recognition and Demonstration of Majority Support be transferred to the PELRB for processing.

For our next meeting, MCFUSE will host Gallup Mayoral Candidates at a Mexican Buffet at El Charrito on Saturday, February 17, 2007 at 10:00 am.

  • MCFUSE members and guests were privileged to have  Mr. Peter S. Burns and Ms Derrith Watchman-Moore in attendance.  Mr. Burns is a Democratic Candidate for Magistrate Court Judge, District I.  Ms Watchman-Moore is a Democratic Candidate for the Public Regulation Commission, District 4. These outstanding candidates spoke to those in attendance of their extensive backgrounds and qualifications as well as their goals/priorities for the offices they’re seeking. 
  • The candidates also took questions from the crowd and afterwards joined us for the Mexican buffet.
  • MCFUSE encourages everyone to get out and vote on June 6 and November 4, 2006.

  • MCFUSE Officer Elections for VP’s to be held at April meeting.

  • MCFUSE membership voted to amend previous Resolution on GMCS Contract Extensions to a Position Statement and to authorize MCFUSE President to sign contingent on GMCS Superintendent’s signature on PPC Settlement Agreement.

  • AFT-NM/Carl D. Weiner Scholarship for High School Seniors has been distributed.  Members need to sign applications as nominators.  Scholarship is awarded based 60% on financial need and 40% on academic achievement.

  • No-cost Life Insurance for NEW members has been raised from $10,000 to $12,000.

  • Labor Solidarity Partnership:  NM-NEA members can now join State AFL-CIO.

  • MCFUSE membership voted to accept the new Mission Statement proposed by Committee.

  • A Committee has been formed to review/update MCFUSE Constitution and By-Laws.

  • AFT Executive Council has voted in favor of AFT-NM endorsing of Candidates to State Offices.

  • Martin Eastridge and Pat Analla of Pre-Paid Legal were in attendance.  Mr. Eastridge gave a presentation on Pre-Paid Legal benefits.  Decision was made to defer any official endorsement determination to Mr. Fenton Ayres, State Member Benefits Representative, of AFT-NM.

  • Sean VanBerschot, Executive Director of Teach for America-New Mexico, gave a presentation on Teach For America.  Q & A session followed.  A resolution was passed in support of continued cooperation as educational professionals for the benefit of our students.

  • MCFUSE has been invited to attend the Teach for America New Teacher Orientation on Thursday, July 21, 2005 at the El Rancho.

  • Update was given on MCFUSE Public Information Requests and Prohibited Practices Complaints.

  • State Convention was held on May 13 & 14 at the Sheraton Uptown in Albuquerque.  MCFUSE Officers Allison Dollar, Jeannine Russell, and Brian Bernard attended.

  • Dialogue has started between MCFUSE and Teach for America. Misconceptions about TFA have been favorably clarified and resolved. Sean VanBerschot, Executive Director TFA, will address MCFUSE and take questions at the next meeting on 21 May. Additionally, MCFUSE has been invited to the TFA New Teacher Orientation in July.

  • MCFUSE has received the public information requested in November 2004 from GMCS Central Office with the assistance of Bob Zollinger of the Gallup Independent. Initial perusal NO indicates evidence of cutting and pasting or blacking out of information. MCFUSE continues to seek access to an area in Central Office which is more conducive to the reviewing of documents and document security. Sitting at a small table in the main hallway outside of the Superintendent’s office is not dissimilar to sitting outside the principal’s office awaiting discipline. This looks bad for the district and the “exclusive representative” of employees as stated in PEBA deserves better.

  • Discussion was held concerning the inappropriate and false remarks aimed at teachers during the legislative session. The legislative quotes will be distributed to membership upon receipt. Additionally, MCFUSE President Bernard introduced a resolution at NMFEE to change the candidate scorecard to more accurately represent actions of politicians that contribute to the defeat of favorable bills.

  • NMFEE Rep. Judy Kinsey was presented with a piece of chocolate cake for her birthday. Members also sang “Happy Birthday” to her.

  • Invitation received for a 2005 luncheon to be given by Navajo United Way.
  • NMFEE/Carl D. Weiner Scholarship Guidelines and Application forms for graduating New Mexico Public High School Seniors have been distributed to the high schools in our district. Scholarships are based on financial need (60%) and academic achievement (40&%).Applicants must be sponsored by MCFUSE members. Deadline for application submission is April 15, 2005.
  • NMFEE State Convention will be held on May 13 and 14 at the Albuquerque Sheraton Uptown. Each local will provide an item from their area for the COPE auction by May 10. Members interested in attending as delegates are encouraged to contact Brian Bernard ASAP.
  • The 2005 Biennial Convention of the New Mexico Federation of Labor, AFL-CIO will be held at the Albuquerque Sheraton Uptown on June 10 and 11.
  • Correspondence was discussed from the State Fire Marshal's Office of Public Regulation Commission and OSHA.
  • Update given on public information requests.
  • Members are encouraged to support Harry Mendoza in the runoff election for the Gallup City Council on March 29.
  • MCFUSE has submitted a request for a status report on the creation of the local labor board. Designees to the local labor board will be present at the GMCS Board meeting on March 21.
  • MCFUSE will submit suggestions regarding the NMHSSA testing to the Governor's Council of Teachers.
  • MCFUSE submitted a resolution proposal to NMFEE to support/advocate for HB728 (Human Rights Education Programs).

  • County Commissioner Harry Mendoza and Mr. Steve Starkovich were guests. Mr. Mendoza spoke to assembled members about the upcoming City Council election and responded to questions from members. Mr. Mendoza stated that he would appreciate MCFUSE support.

    • Based on his record of service to our country, our city, our school district, and his commitment to collective bargaining; MCFUSE members voted in favor of supporting Mr. Mendoza along with other city locals, for the City Council position.


  • Discussion was held regarding strategy, support, and the successful results of the GMCS Board election.

  • Tom Payton, MCFUSE Accountability Chairman, addressed the membership on proposed TFA legislation and gave a summary of school site visits with NMFEE Rep. Judy Kinsey.

  • An open forum/discussion was held regarding school site issues.

  • This was the first meeting held at El Charrito, MCFUSE's new meeting location. Members attending enjoyed a Mexican buffet.

  • Mr. Rich Foster, Farmington, of the Four Corners Labor Council is MCFUSE's designee to the Local Labor Board.  MCFUSE has not been informed of the     District's designee.

  • Discussion was held concerning the GMCS 2005 Legislative Agenda.

  • Membership was briefed on current issues in the District as well as action being taken by MCFUSE leadership.

  • MCFUSE is endorsing J.R. Thompson and Joe De La O for GMCS Board of Education and Tom Payton for the UNM-G Board.  Methods of support were discussed.

  • Tom Payton addressed membership concerning his candidacy and platform.

  • Meeting adjourned at 11:50 am.

  • Brian will attend meeting of the Governor's Council of Teachers on Monday, December 13th.

  • In spite of the efforts of MCFUSE to work with all levels of the GMCS District, Supt. White's comments in the Gallup Independent about MCFUSE not officially representing teachers until an election (contrary to PEBA)--among other examples--show that collaboration and cooperation with the union are not part of the District agenda.

  • Brian has appointed Tom Payton to chair the MCFUSE Accountability Committee (MAC).

    • Tom will write articles and receive articles/info. from others for use in Payton's Place on the MCFUSE website.

    • Tom will attend all GMCS Board meetings.

  • Discussions held of the upcoming GMCS Board Elections for Districts 4 and 5.  The filing deadline is December 14th.

  • The 2003-2004 "termination" of a GMCS teacher has been changed to a "resignation".  The teacher is currently on disability.

  • MCFUSE President Brian Bernard has filed a second Prohibited Practices Complaint (PPC).  The first PPC was filed against GMCS District for wrongful denial of access to the New Teachers Orientation.  The second PPC was filed against GMCS District's legal services provider Martinez Management and Associates for attempting to delay action on the first PPC by purposely providing false information to coerce the GMCS Board into passing a Resolution to Create a Local Labor Board.  The Resolution has since been "tentatively approved" pending the correction of errors (several of which were pointed out by MCFUSE at the GMCS Board meeting).

  • Sue Anderson will attend the GMCS Board Meeting on Monday, October 18th.  MCFUSE President Brian Bernard may arrive late due to a meeting of the Governor's Council of Teachers in Albuquerque.
  • Members wrote about the impact of 3-Tiered Licensure on Teachers which is to be discussed by the Governor's Council.
  • Summary of MCFUSE's Prohibited Practices Complaint (PPC) against GMCS District was presented.
  • Membership voted to hold future MCFUSE Meetings at Emo's Restaurant, located at 2003 W. Hwy 66.  The food, parking, and meeting facilities are excellent, making it ideal for our needs. 
    • We thank Mr. Emiliano Espino for his generosity and urge members to support his establishment.  Check it out!
  • America Coming Together (ACT) is looking for volunteers.  Those interested can call ACT Coordinator for Gallup, Margaret Rutherford, at 726-9300.
  • Patty Lundstrom needs volunteers for door drops on weekends.  Members and non-members alike are encouraged to volunteer.
  • After a presentation by Executive Director Angela Johnson Conner, MCFUSE voted to endorse the Navajo United Way (NUW).  The NUW is 100% contributor-based and is not part of the tribe.  Although independent, the NUW works closely with other entities.  This includes the supporting of 5 protective shelters for women and children.
    • GMCS employees may designate the Navajo United Way for payroll deductions at Central Office. Employees can also select to which NUW program they want their contribution forwarded.
  • James Beaty, CBOP Field Representative, gave presentation on the Bush and Kerry platforms and urged everyone to get out and vote.
  • Vince Quintero won a thermos bag in the Attendance Raffle.
  • Open Forum was held to discuss concerns at school sites:
    • Members are reminded that the Open Forum is for discussion of issues, not personalities.  Members are asked to be succinct/concise and brief when stating concerns: we are trying to limit meetings to two hours.  Additional time is available for concerns/issues requiring further attention or action at the Executive Council Meeting which follows.
  • Next meeting will be for Building Representatives on November 20th at Emo's Restaurant from 10:00am--noon.  All those wanting a more-active role in MCFUSE are invited.

  • Increased membership was emphasized.

    • Members must take an active role in the school site.

    • Show pride in MCFUSE memberships.

    • MCFUSE is pro-education.

    • MCFUSE is pro-student.

    • The importance of members following through with decisions mad in concert with MCFUSE – be responsible.  

  • GMCS Internal Distribution Boxes

    • Using mailboxes in order to press for an election is clearly meddling in the organizing efforts of a union and strictly prohibited by the Collective Bargaining Law. AFT President Christine Trujillo is planning a visit to make a presentation to the GMCS Board. We hope to clean up misunderstandings and will continue out attempt to improve communications with Central Office and the GMCS Board, particularly in regards to the election process.

  • Administration has received copies of the Collective Bargaining Law and the Weingarten Act. If employees believe that a meeting might result in disciplinary action, the employee has the right to have a representative present.

  • The Executive Council approved and allocation of $50 to expand the MCFUSE website by adding a members only chat room.

  • Website Changes

    • Eyes on the Board is now GMCS News.

    • GMCS Board is not the primary focus of the site.

    • Archives can only be reached through the search engine.

    • Site will continue to improved and updated.

  • Website archives under past MCFUSE leadership continues to be a center of contention among a couple of GMCS Board members. It has been suggested the past records be taken off the site and stored in another manner.

  • After lengthy discussion, it was decided that sufficient and significant changes had taken place with regard to the website. It is unethical to unilaterally change or delete records of a past administration and that a public record is necessary for the free flow of information and a system of checks and balances in a democratic society. The resolution does allow for a grievant to appear before the MCFUSE Executive Council to voice concerns and provide data/proof of inaccuracy which might merit a change in the record or archives. The President of MCFUSE during the writing of the record must also be present. The vote for the resolution carried with one abstention.
